My presentation will include design details and a network lighting management system that would future proof the City for other smart solutions. \n\nDan Rodriguez\, E.I.T.\, Project Manager\, Department of Mobility & Infrastructure\, City of Pittsburgh\n\nThe SmartPGH project is a federal grant-funded project to modernize the City’s traffic signal network. The project will build a Traffic Management Center for the City\, as well as\, upgrade and expand the fiber communications system\, improve network security\, and install ITS devices across the City. DESCRIPTION:Join us for our ‘Best of IWC’ Webinar Series – MLD\, ZLD and Brine Management\nNo cost to attend\, presented on Teams.  A link will be sent out one day prior. \nEarn one PDH Credit.  Register Below! \n  \nIWC 21-33: Xcel Cherokee near ZLD Wastewater Treatment System Design Considerations\nPaul Brandt\, Burns & McDonnell \nGiven new NPDES permit limits for chlorides\, sulfates\, total inorganic nitrogen (TIN) and other constituents for the plant’s common outfall. Meeting the new chloride and sulfate concentrations became the limiting factor for technology selection and compliance. Wastewater produced at the plant includes cooling tower blowdown\, reverse osmosis (RO) system reject\, stormwater\, and other miscellaneous plant wastewaters. Due to the new NPDES limits\, Xcel Energy\, with the assistance of Burns & McDonnell\, determined that a near-ZLD wastewater treatment system was the best option for the plant to replace an existing conventional clarification system. Treated water from the new system is returned to the plant for reuse and concentrated brine is routed to new evaporation ponds. Various options were evaluated in the study phase to help select the most economical treatment configuration including: Makeup water softening\, High efficiency reverse osmosis\, Nanofiltration\, Closed-circuit reverse osmosis\, Forward osmosis\, Ultra-high pressure reverse osmosis\, Membrane electrodialysis\, Osmotically enhanced reverse osmosis\, Mechanical vapor 15 \nrecompression evaporator\, Forced circulation crystallizer\, Alternative thermal evaporator designs\, Evaporation ponds\, Waste heat cooling tower\, Bypass evaporator spray dryer\, Operational changes\, Discharge to a nearby POTW facility \nThe wastewater system ultimately selected and designed includes: \nEqualization ponds\, High rate softening clarification\, Multimedia filtration\, Closed circuit reverse osmosis with 98% recovery of wastewater for reuse\, Evaporation ponds for concentrated brine wastewater\, Filter press for sludge dewatering\, Required startup in Fall of 2021 \nThe WWT project is currently under construction and is planned to complete startup at the end of 2021. This paper will cover the following aspects of the study and detailed design phases of the wastewater treatment system: \n\nStudy phase options considered and drivers for the near ZLD system selected.\nProcess description and design considerations/limitations of equipment selected.\nOperational changes to reduce wastewater flow requiring treatment.\nChallenges of elevated TOC in wastewater\, effects on selected wastewater equipment\, and TOC removal methods evaluated.\nChallenges and recommendations of locating new equipment in existing water treatment building\nMethodical approach to evaporation pond selection/sizing.\n\nPaul Brandt is a Senior Chemical Engineer with Burns & McDonnell.  His 15 years of power industry experience include water and wastewater aspects of various systems such as: physical/chemical/biological treatment with ZLD for wet scrubber blowdown\, demineralized water treatment\, air quality control equipment\, bottom ash handling\, and CCR pond closures. \nIWC 21-34: Power Plant Water Balance Tool Optimizes Load Leveling and Achieves ZLD\nDan Carey\, Ph.D.\, P.E.\, Worley \nOrlando Utilities Commission (OUC) operates two coal fired boilers in the Stanton Energy Center and has recently announced they will repower both units with natural gas. OUC had a need for a water balance model to guide dispatch\, maintain ZLD\, and understand the site wide salt balance. A calibrated model was created to predict evaporation rates\, pond storage volumes\, chloride and TDS. The model has been useful for optimizing current operation and predicting future conditions. \nDr. Carey has over 11 years of experience in biological and chemical wastewater treatment in industrial\, municipal\, and academic settings. At Worley\, he serves as an environmental process engineer; his primary role is consulting and design in oil refineries\, power plants\, chemical manufacturing\, and other industries. \n  \n

The proposed replacement for each of these bridges consists of three spans of a little over 80’-0” that carry SR 141 over I-95 and I-295. In order to minimize bridge construction time\, prefabricated superstructure modules and precast pier columns and pier caps were used. UHPC was used to transversely connect the superstructure units. This project demonstrates Delaware’s first application of prefabricated superstructure modules and precast pier columns and pier caps. This paper illustrates the pros\, cons and lessons learned from using ABC techniques for the replacement of Bridges 1-676 and 1-677. It will also discuss the collaborative efforts between the design staff\, the construction engineers\, and the contractor to overcome obstacles and deliver a quality product within the project schedule. The first phase of construction for Bridges 1-676 and 1-677 was completed in October 2020. The second phase of construction is now underway and is expected to be complete November 2021. \nIBC 21-24: Longfellow Bridge Rapid Construction\nWilliam Goulet\, S.E.\, STV Incorporated\, Boston\, MA \nThe Longfellow Bridge spans the Charles River and carries Route 3 and the MBTA Red Line. The rehabilitation of 11 arch spans included replacing the deck and all steel framing except the arch ribs. The Charles/MGH Station prevented access to two spans during normal construction. The rapid construction concept allowed for the replacement of 100 feet of structure during each weekend by utilizing precast bridge units and temporary shoring for construction of the final structure. \n

Heat straightening was ruled out and an alternate repair was provided to replace a portion of the damaged girder with a shallower section to provide additional clearance. Instrumentation indicated some permanent redistribution of the dead loads\, with the live load properly distributed. This topic covers repair procedures and lessons learned to ensure proper load distribution. \nIBC 21-18: Innovative Design Applications: 31st Street NW Bridge over C&O Canal\, Washington\, DC\nBradford Shaffer\, Jason Bortz\, Thomas Trapnell\, and Elliott Mandell\, AECOM\, Arlington\, VA; Mark Clabaugh\, District DOT\, Washington\, DC \nReplacement of 31st Street NW Bridge over the C&O Canal in Historic Georgetown had a multitude of unique constraints and stakeholder expectations as well as unknown challenges that were discovered during construction. This single span steel girder bridge on integral abutments was the 3rd bridge to span this location over the last 150 years. \nThe existing structure was supported by abutments founded on the historic canal walls of the C&O Canal\, and a cast iron pier. Due to the age of the existing structure and canal\, as-built information was minimal and an assessment determined the pier was no longer structurally viable; however\, the substructure units were determined to be historically significant and required to be maintained in their current location. Preserving the historic elements required a single span structure\, with the new abutments placed behind the canal walls and the rehabilitated pier serving as an architectural element only. \nWhile designing a single 51’ span steel girder bridge is not typically challenging\, the structural depth was severely restricted to 26” to maintain both the vertical clearance required below for safe passage of the tourist barge below and the vertical profile of the roadway. 31st Street is also a major utility corridor which required that 49 utility lines be maintained in place\, most with uninterrupted service\, as part of the bridge replacement. \nFindings during construction led to value engineering using micropiles for the foundations as well as revising the deck to lightweight concrete to accommodate changes in construction staging and schedule. \n
